Controlled Parking Residential Area Program (CPRA)

In response to residents' complaints about adverse impacts of student parking in residential areas adjacent to North Carolina Central University and Duke University, in 1991, the City Council adopted a Controlled Parking Residential Area (CPRA) ordinance. Residential streets which met the ordinance's eligibility criteria, including a petition signed by residents representing a majority of residents, were designated as CPRAs.

 

At present, there are 6 CPRA Areas. In CPRA areas A, B, C, D and E, parking signs are posted indicating two-hour time limits between 8am and 5pm, Monday through Friday except by permit decal. In CPRA Area F, parking signs are posted indicating parking restrictions between 6pm and 2am, seven days per week. Please see the attached maps of the CPRAs. (Link to maps)

 

PARKDURHAM is using an online registration and enforcement tool as part of the updated City of Durham Controlled Parking Residential Areas (CPRA) program, and we need your assistance to help you avoid unnecessary citations and fines.

 

To date, CPRA parking decals have been provided to registered vehicles at no cost, and have been issued for one calendar year beginning January 1 through December 31. In order to begin our enhancements, PARKDURHAM must update all contact and vehicle information for all residents in controlled parking residential areas.

 

This mandatory registration process is necessary because PARKDURHAM is now using license plate recognition software, which allows for more accurate enforcement while increasing compliance with the City Code of Ordinances. As a result, you will no longer receive a parking decal each year because, beginning January 1, 2016, your license plate number will serve as your parking identification number. There will still be no cost to you to park in your designated CPRA.
