[ARCHIVED] Parking Rate Increase Delayed to April 2021

Morgan-Rigsbee Parking Deck

Effective October 26, 2020

As our community continues to grapple with COVID-19 and we all continue to make changes in the way we live, work and interact, we hope you and your family are safe. The past several months have been unlike anything we’ve ever experienced, and we’re working hard to evolve so we can continue to serve in a meaningful way for you, our valued customers. Based on the persistent pandemic conditions and associated impacts along with the feedback we received from our customers, we have decided to delay the recently implemented downtown parking fee increases that went into effect on October 5, 2020 until April 5, 2021. Effective October 26, 2020, the Flat-Rate Evening Parking rate will also be discontinued. The hourly parking rates and their effective dates are as follows:

Hourly Parking RatesOctober 26, 2020April 1, 2021
On-Street Metered Parking$1.50 per hour$1.75 per hour
Parking Garages$1.25 per hour$1.50 per hour
Surface Parking Lots #8 and #32$1.25 per hour$1.50 per hour

The Downtown Evening Employee Parking Permit will remain available to accommodate the needs of downtown evening employees by offering a lower cost option for evening parking at our downtown parking garages. This provides a discount to employees who park in garages from 3 p.m. to 7 p.m. more than ten days per month. Applicants will need to show proof of downtown evening employment in the form of a schedule or paystub.

  • Program Hours: 3 p.m. – 6 a.m., Monday through Saturday
  • Rate: $50 per month

The hourly rate increase that will now go into effect on April 5, 2021 is necessary to help cover the costs of several initiatives to provide a more favorable parking experience for you including, but not limited to:

  • New downtown parking garage and associated ground level retail/commercial spaces.
  • Upgraded security and surveillance systems inside the Chapel Hill Street, Church Street, Corcoran Street, Durham Centre, and the new Morgan/Rigsbee Parking Garages.
  • Upgrading the parking access and revenue control system equipment and the addition of more pay stations inside the Chapel Hill Street, Church Street, Corcoran Street, Durham Centre, and Morgan/Rigsbee Parking Garages.
  • New parking management software with enhanced online customer features, including e-invoicing, customer portal, recurring payments, online parking reservations, etc.

If you have any questions, contact us at (919) 560-4157 or ParkDurham@DurhamNC.gov. Be sure to also follow our department on Twitter @movesafedurham.
